Municipal emergency management

The municipalities play a key role in society's emergency management. The Government and the Swedish Association of Local Authorities concluded an agreement in 2004 on the municipalities' tasks and remuneration under the new emergency management system.

The agreement states that:

  • municipalities are to carry out risk and vulnerability assessments for all activities that must be sustained during an extraordinary event within the municipality's geographical area
  • municipalities and county councils are to work to ensure that the necessary cooperation can be achieved within their geographical area, and
  • municipalities and county councils are to conduct regular training and exercises for politicians and officials so that they are able to fulfil their tasks.

Risk and vulnerability assessments mean that municipalities are to analyse what risks or events might affect the municipality and how vulnerable the municipality is to such events.
