Who does what?

During an emergency, action is taken simultaneously by a range of actors, such as the county administrative board, rescue services and the police. For this reason the actors are highly dependent on each other and it is important that that they work together and coordinate their efforts.

Coordination and cooperation must work in all situations, even those that have not been identified in advance. The actors concerned must be able to deal with events characterised by great uncertainty and requiring emergency management measures spanning several sectors of society.

The Swedish system for the management, coordination and cooperation of efforts in emergency situations is based on the municipal level (local), county administrative board level (regional) and national level (central), as well as within individual sectors of society. Most emergencies can be managed at local and regional level.
